SpOC Seeks Small Business Proposals for Satellite Control Network Support Worth $480M

October 26, 2023, Colorado Springs, CO – The Space Operations Command’s Space Acquisition and Integration Office (SAIO) has kick-started the process to secure proposals for a potential 10-year, $480 million small business set-aside indefinite-delivery/indefinite-quantity (IDIQ) contract. This contract, labeled as the STORMS contract vehicle, is focused on providing satellite control network support services.

According to a recent notice on SAM.gov, the Satellite Control Network (SCN) consists of radio frequency antennas, signal processing, routing communications equipment, and computer systems. These elements collectively ensure telemetry, tracking, commanding, and payload support to operational space vehicles. SpOC’s Space Delta 6 will be the primary beneficiary of the operations, organizational-level maintenance, and various support services catered through this contract.

The IDIQ contract has a structured timeline. It includes a base period of five years, paired with five optional years. The preliminary task order under this contract is slated to have a two-month phase-in, followed by a 12-month base period and four additional option periods.

Space Operations Command is set to finalize and announce the contract and the inaugural task order by March 18, 2024. All interested parties have until November 27, 2023, to submit their responses.

It is noteworthy to mention that the SCN plays a pivotal role in supporting a growing portfolio of intricate space vehicles, which back operational forces during both peaceful and wartime conditions. The network operates continuously, offering support on a 24/7/365 basis. Furthermore, while the DoD and its mission partners are primary beneficiaries, SCN also extends its services to other sanctioned non-DoD entities.
